A tool is powerless if not applied usefully. In fact, it can even be powerful in a destructive way if it falls in to the wrong hands. In creating a culture of kaizen, tools will only get you so far. You also need people with the mindset for improvement and willing to do what it takes to succeed. Often they will succeed with no tool; however, having the right resources will accelerate success.
